The referendum involved a single proposition: ‘That Tokelau become a self-governing state in free association with New Zealand on the basis of the Constitution and the draft Treaty notified to Tokelau …’ with the voters being asked either to agree with the proposal or reject it. Unexpectedly, the number of ‘Yes’ votes failed to reach the agreed-upon two-thirds majority and the proposal was rejected. The first aim of this paper is to give an account of the extensive political and social changes that were put in place to prepare for the referendum. The second is to try to account for the unexpected result, while the third is to suggest some of its implications – for both Tokelau and the much wider issue of the UN’s decolonisation agenda.
